The Virginia Beach City Council is hosting a “community briefing” on Thursday to discuss details of the city’s agreement with a private developer to build an arena on public land at the Oceanfront.
The meeting will begin at 6:30 p.m. at the Virginia Beach Convention Center, Suite 5, 1000 19th St.

City officials will present details of the agreement with United States Management, a private development group based in Virginia Beach that would finance, build and operate the arena, according to a city release. USM officials also will make a presentation. The audience can ask questions afterward.
The city and USM have negotiated terms for the development, construction and operation of a 500,000-square-foot entertainment and sports arena on city-owned land at the resort, adjacent to the Convention Center. Details of the draft agreement, including the complete documents developed as part of the deal, can be found on the city’s website at www.VBgov.com/arena.
The City Council will also take comments in two other ways:
- At a public hearing at 6 p.m. on Dec. 1 in council chambers on the second floor of City Hall, 2401 N. Courthouse Dr.
- In a virtual town hall that will run for two weeks, Tuesday through Dec. 2. All comments will be forwarded to the City Council.
A final vote on the arena is scheduled for Dec. 8.
