VIRGINIA BEACH — City Councilwoman Shannon Kane, who has represented the Rose Hall District here since 2014, filed paperwork to run for delegate against Del. Kelly Fowler on Nov. 5.
The paperwork for Kane’s campaign committee, “Shannon for Delegate,” was filed on Jan. 18, according to Virginia Department of Elections documents, which listed Towne Bank as the campaign’s “primary financial institution.”
Kane will run as a Republican against Fowler, a freshman Democrat who unseated Ron Villanueva as delegate of the 21st District in 2017.
Kane’s campaign committee has not filed any reports with the state board of elections yet, according to the Virginia Public Access Project website.
Kane’s City Council Committee is still active on the state’s board of elections’ website. The most recent finance report — filed Jan. 9, amended Jan. 29 — shows a cash balance of $1,082 as of Dec. 31, 2018. Kane’s campaign finance reports for past City Council runs are still available on the state’s board of elections’ website.
Although listed as active on the state board of elections website, the Kane for Virginia Beach City Council Committee is listed as “closed” on the VPAP website. However, David Poole, VPAP’s executive director, said their website’s “closed” listing for that particular committee is incorrect.
Michael Stanley, a data analyst with VPAP, said campaign committees are typically listed as closed if candidates tell VPAP about the closing, or if the candidate starts a different committee to run for another office.
Kane is not up for reelection for Virginia Beach City Council until November 2020, according to the city’s website.
There has been no official announcement of Kane’s candidacy from her campaign. Myron Nahra, listed as Kane’s treasurer on the campaign documents, referred all questions about the campaign to Kane.
Kane was not immediately available for comment.
