VIRGINIA BEACH — A Virginia Beach man is facing felony charges after police say he raped a girl who was under the age of 13.

Matthew McMeans, 26, was arrested on Jan. 29 after the girl told police that he sexually abused her during the summer of 2015.

According to documents filed on Feb. 28 in Virginia Beach Circuit Court, McMeans used Facebook Messenger to contact the girl again in late January. He sent her pictures of his genitalia, talked with her about the prior sexual abuse and invited her over, according to the documents.

McMeans was charged with rape of a juvenile, object penetration of a helpless victim, two counts of aggravated sexual battery and other charges.

McMeans is scheduled to appear in Virginia Beach Juvenile and Domestic Relations Court on March 29.
