NORFOLK — A man is in custody early Saturday after a standoff with police closed sections of 30th Street, 31st Street and 32nd Street Friday evening, according to a Norfolk police release.

Police say Donald Smiley, 48, is charged with one count of abduction and could face charges for domestic assault. The victim was taken to Sentara Norfolk General Hospital with non-life threatening injuries and is expected to make a full recovery.

Friday night, Smiley held a woman against her will after a domestic violence incident and made threats against his and her safety early in the standoff, according to the release.

Smiley refused to release the victim and the Norfolk Police Hostage Crisis Negotiation Team was called to the scene. The team then made contact with Smiley and negotiated with him during the early morning hours, until he was taken into custody shortly before 7 a.m. Saturday, according to the release.
